During entire period of its existence, beginning practically from the first years of foundation, the Institute attaches extremely great importance to professional training of personnel, first of all of scientific personnel.

The Council of Peoples' Commissars by its Decree dated 31 March, 1939 granted to the Institute permission to conduct training of the scientific personnel through the postgraduate center, and by the Decree No 1460 dated 15 September, 1939 it permitted to set up the Institute Academic Council.

Deputy General Director of Personnel and Social Issues leads the process of educational activity, professional preparation, retraining and advanced training.

The activity of the postgraduate center is licensed (license reg. No1488 dated 30.12.2003).

The scientific specialties of postgraduate center are as follows:

• 05.13.01 – System analysis, control and information processing,
• 05.12.04 – Radio engineering, including TV systems and devices,
• 05.12.07 – Antennas, SHF- devices and know-how,
• 05.12.14 – Radiolocation and radio navigation,
• 05.12.14 – Optical instruments and optoelectron devices and systems.

There is also a specialized department of foreign languages (English, German and French) in the postgraduate center.

Each scientific specialty work is carried out by the specialized departments manned by the highly skilled scientists of the Institute and scientists of other specialties and institutes of higher education (IHE) invited under conditions of the second employment. At present, 14 graduates are trained in the postgraduate center.

The Institute issues its own scientific and technical digest "Radioelectronic systems", where young scientists can operationally publish their scientific treatises.

The Doctoral Dissertation Council functions for specialties 05.13.01 and 05.12.04.

The foundation specialized department of Moscow Institute of Radiotechnics, Electronics and Automatics (MIREA) was organized in 1988. The basic task of the specialized department is training of engineering personnel in the specialty of "Radioelectronic systems". In foundation specialized department the students of MIREA undergo educational training (1st course), practical training (4-5th course), degree design work (6th course), and they also hear lectures on special-disciplines adapted to the scientific and industrial needs of society.

59 students, 10 of whom were young specialists, completed their graduation projects directly in the Company in 2007.

Together with Moscow Power Engineering Institute (MPEI) branch of the specialized department of    radio transmitting sets (RTS) MPEI is organized in JSC ALTAIR NRESRI. The contract is concluded with the specialized department "Instrument production techniques" of Moscow State Technical University (MSTU) named after N.E. Bauman and other educational institutions for practical training of students.

Professional preparation, retraining and advanced training of JSC ALTAIR NRESRI personnel is conducted on the basis of the annual plans approved by the General Director.
