Joint Stock Company ALTAIR Naval Radio Electronics Scientific Research Institute

The history of the Enterprise begins from 1933 when the People's Commissariat of Heavy Industry by its Order established All-Union State Institute of Teleautomatics and Communications (ASITC), which is called JSC ALTAIR Naval Radio Electronics Scientific Research Institute at present . The Institute is part of JSC Air Defense Concern ALMAZ ANTEY.

JSC ALTAIR NRESRI is the leading enterprise of Russia in the development of surface-to-air missile weapon and shipborne radio-electronic equipment for the Navy.
F.F. Sutchkov was the first director of the Institute and the outstanding inventor A.M. Shorin was the Institute research manager. A score or two of large inventions belonged to him. Thanks to one of the inventions he became internationally known.  It is a development of equipment for film dubbing. During the years of World War II the first radars for the ships of the Navy, anti-aircraft, major caliber artillery control system, heat-direction-finding systems and gyroscope devices were designed in the Institute.

Several types of shipborne radars were designed after 1945. One of them, ANGARA three-dimensional surveillance radar, was among the first to have been honored the Lenin Prize.

From the middle of 1950s the Institute entered upon the construction of shipborne surface-to-air missile and missile weapon systems.

Several generations of surface-to-air missile and missile weapon were designed for the Navy. RIF, SHTIL, KLINOK multichannel surface-to-air missile systems are the most contemporary SAM systems. They make it possible to build up the anti-aircraft defense in depth of ships and ship formations.

RIF and SHTIL SAM systems are intended for collective defense in far and medium areas. KLINOK autonomous multichannel SAM system ensures ship self-defense.

MOSKIT-E missile weapon system with the missile which outperforms the best of the basic specifications in the world is a fierce weapon of the Russian Navy on sea and in oceanic space.

JSC ALTAIR NRESRI missile systems are exported to a number of foreign countries on the contract base.

Historical Abstract

 The Enterprise was founded in 1933. In accordance with the Order of the People's Commissariat of Heavy Industry No 924 dated 23 October, 1933, All-Union State Institute of Teleautomatics and Communications (ASITC) was formed on the basis of Leningrad Special Technical Office and Nizhniy-Novgorod Laboratory. The purpose of foundation was to equip Red Army and Navy with radio electronic equipment.

Before 1936 the Institute was subordinated to All-Union Electro-Weak-Current Association of the People's Commissariat of Heavy Industry, and then it came under the subordination of the People's Commissariat of Defense Industry.

In 1936 during separation of the People's Commissariat of Defense Industry the Institute was subordinated to the People's Commissariat of Shipbuilding Industry where it was named Scientific Research Institute No 10 (SRI No10). Until 1966 the Institute was under the subordination of the Ministry of Shipbuilding Industry of the USSR.

In 1966 the Institute was subordinated to the Ministry of Radio Engineering Industry of the USSR and named All-Union Radio Electronics Scientific Research Institute (ARESRI).

According to the Decree of the CPSU Central Committee (CC) and Council of Ministers (CM) of the USSR No 1054-354 dated 11 November, 1967, ARESRI was resubordinated from the Ministry of Radio Engineering Industry of the USSR to the Ministry of Shipbuilding Industry of the USSR. In 1972 it was named ALTAIR All-Union Scientific Research Institute.

 According to the Order of the Minister of Shipbuilding Industry of the USSR No 145сп dated 12 April, 1989 ALTAIR Science and Production Association (ALTAIR SPA) was founded as of 01.07.1989.

On 14 February 1992 according to the Order of the Ministry of Industry of RF No 1650/к-р dated 21 April, 1992 ALTAIR SPA was registered by Moscow Registration Chamber as ALTAIR State Science and Production Association (ALTAIR SSPA).

On 10 December, 2001 the Enterprise was registered by Moscow Registration Chamber as ALTAIR Federal State Unitary Enterprise Science and Production Association (ALTAIR FSUE SPA).

In accordance with the Federal law No178-Ф3 dated 21 December, 2001 and the Orders of the Ministry of Property Relations of Russia No 1955-р dated 11.07.2002 and No 3290-р dated 20.09.2002 ALTAIR FSUE SPA was privatized by reorganization into Joint-stock Company ALTAIR Naval Radio Electronics Scientific Research Institute.

JSC ALTAIR NRESRI is a legal successor of ALTAIR FSUE SPA and part of AIR DEFENSE CONCERN ALMAZ ANTEY.

Company’s awards:

• in 1945 the Institute (SRI No10) is decorated with the Order of Lenin,
• in 1963 – with the Order of the Red Banner of Labor,
• in 1985 the Institute (ALTAIR ASRI) is decorated with the second Order of Lenin.
• 7 developments of the Institute are honored the Lenin Prize.
• 32 developments of the Institute are honored the State Prize.
• in the period of 1969-88 ALTAIR ASRI is decorated on repeated occasions: with the Red Challenge Banner of the CPSU Central Committee (CPSU CC), Council of Ministers (CM) of the USSR and other ministries and public organizations of the USSR; with the honorable certificates of the Ministry of Shipbuilding Industry (MSI) of the USSR and Trade Union, Moscow City Council and other Moscow public organizations.
• By diploma of the Presidium of All-union Central Trade-union Council and Bureau of All-union Lenin Young Communist League Central Committee.
• The Red Challenge Banner of the CPSU CC, CM of the USSR and the Red Challenge Banner of the USSR MSI (1969) are transferred to the Institute for the eternal storage.
• in 2003 on the occasion of the 70th anniversary of JSC ALTAIR NRESRI, the Institute is decorated with the public reward of the Russian Federation - the Order of Peter the Great.
• By the Decrees of the Russian Federation Government No 153-14 dated 14 March, 2003, and No 92-10 dated 20 February, 2006, a number of staff members of JSC ALTAIR NRESRI are honored the Prizes of the RF Government in the field of science and technology.
